The power of operations of the Establishment Department is vested in the Civil Service Act 1984 Part V Clause 15 (1) and the Civil Service Regulations. The functions of the Establishment Department as imposed by the act are as follows:
1. To maintain the classification of the offices in the Civil Service;
2. To keep under review the remuneration payable to civil servants;
3.To administer any regulations respecting the Civil Service;
